Steps to Take when Trick or Treating Courtesy of the CDC Traditional Halloween activities are fun, but some can increase the risk of getting or spreading COVID-19 or influenza. Plan alternate ways to participate in Halloween.... Avoid direct contact with trick-or-treaters. Give out treats outdoors, if possible. Set up a station with individually bagged treats for kids to take. Wash hands before handling treats. Wear a mask. Make your cloth mask part of your costume. A costume mask is not a substitute for a cloth mask. Do NOT wear a costume mask over a cloth mask. It can make breathing more difficult. Masks should NOT be worn by children under the age of 2 or anyone who has trouble breathing Stay at least 6 feet away from others who do not live with you Indoors and outdoors, you are more likely to get or spread COVID-19 when you are in close contact with others for a long time. Wash your hands Bring hand sanitizer with you and use it after touching objects or other people. Use hand sanitizer with at least 60% alcohol. Parents: supervise young children using hand sanitizer. Wash hands with soap and water for at least 20 seconds when you get home and before you eat any treats. Hide Halloween treats in and around your house. Hold a Halloween treat hunt with household members. Hold an outdoor costume parade or contest so everyone can show off their costumes. Host an outdoor Halloween movie night with friends or neighbors or an indoor movie night with your household members. https://www.cdc.gov//daily-life-co/holidays/halloween.html

Missouri DHSS Public Health Dashboard: On Friday, DHSS analyzed several death certificates and linked 72 COVID-19 associated deaths with the appropriate cases in the state’s disease surveillance system. Those that had not already been reported to the state by another entity were then captured and reported publicly through the dashboard this morning. ... This weekly activity typically causes a sharp increase in the deaths added to Missouri’s total the following day. Two of the 72 deaths occurred in August, and 4 occurred in September. 66 of the deaths occurred earlier in October.

The following ballot measures have been certified for the November 3, 2020 general election. Amendment 1 https://www.sos.mo.gov/electio/petitions/2020BallotMeasures... Do you want to amend the Missouri Constitution to extend the two term restriction that currently applies to the Governor and Treasurer to the Lt. Governor, Secretary of State, Auditor and the Attorney General? State and local governmental entities estimate no costs or savings from this proposal. Fair Ballot Language: A yes vote will amend the Missouri Constitution to impose a two term restriction on all statewide elected officials, which currently only applies to the Governor and Treasurer. A no vote will leave the terms that statewide elected officials may serve unchanged. If passed, this measure will have no impact on taxes. -------------------------------------- Amendment 3 https://www.sos.mo.gov/electio/petitions/2020BallotMeasures Shall the Missouri Constitution be amended to: Ban gifts from paid lobbyists to legislators and their employees; Reduce legislative campaign contribution limits; Change the redistricting process voters approved in 2018 by: (i) transferring responsibility for drawing state legislative districts from the Nonpartisan State Demographer to Governor-appointed bipartisan commissions; (ii) modifying and reordering the redistricting criteria. State governmental entities expect no cost or savings. Individual local governmental entities expect significant decreased revenues of a total unknown amount. Fair Ballot Language: A yes vote will amend the Missouri Constitution to reduce the limits on campaign contributions that candidates for state senator can accept from individuals or entities by $100 per election. There is no change for candidates for state representative. The amendment prohibits state legislators and their employees from accepting a gift of any value (which is currently $5) from paid lobbyists or the lobbyists’ clients. The amendment modifies the criteria for redrawing legislative districts and changes the process for redrawing state legislative district boundaries during redistricting by giving redistricting responsibility to a bipartisan commission, renames them, and increases membership to 20 by adding four commissioners appointed by the Governor from nominations by the two major political party's state committees. A no vote will not amend the Missouri Constitution regarding campaign contributions, lobbyist gifts, and the process and criteria for redistricting. If passed, this measure will have no impact on taxes. Missouri Secretary of State: https://www.sos.mo.gov/electio/petitions/2020BallotMeasures
